Note on reverse reads: "The windmills sails will turn again. The famous old mill at Upminster Hill, Essesx, will soon be working again. Repair work has already been done under the direction of Mr H Stone, a millwright. A team of art studens from the SE Essex Technical College have been spending their holidays assisting in the work. They have gone over every inch of the mill, to discover the condition of the mill for themselves. A committee has been forment to administer the mill, and the scheme has been pushed by the Essex County Planning Committee."
