Cutting from 'Country Life'. Using Duncan Hutt's "Mills - Old, New & Reused", published by the North East Mills Group in 1998, the illustration shows Woodhorn windmill but that is inland(p.9). The mill apparently referred to in Henry Tegner's letter is Whitburn Mill which stands on the coast and was used by the Observer Corps during WW2(p.5).
