Architecturally the mill appears to be from the West Country, however (assuming this shows the same mill as ASHL-GPN-CW-073). The wheel bears the name of the millwright 'Pomeroy - Newton Abbott'.

The third individual from the left is different in the two images, suggesting these men took it in turns to take the two photos. The third from the left in the left hand image could be Hallam Ashley; perhaps the individual in the right hand image is Vic Elford.
